Three individuals declared banned by north Cyprus government — One wanted by interpol

The Council of Ministers has declared three individuals, including a foreign national, as “prohibited immigrants” under the Foreigners and Immigration Law, citing threats to public order and security. 

The decision was published in the Official Gazette on July 10, 2025, and has now come into effect.

Among those listed is Tomasz Michal Makulewicz, a dual national of Poland and Germany, who is the subject of an Interpol Red Notice. He is internationally wanted on charges of membership in a criminal organization, fraud, and forgery. Based on a security report provided by the General Directorate of Police and in accordance with Article 6(1)(g) of Chapter 105 of the Foreigners and Immigration Law, Makulewicz was officially declared a prohibited immigrant.

The same decision also includes Demet Doğan and Tolga Doğan, both citizens of Turkey, who were deemed by the government to pose a threat to public order, administrative stability, and general morality. Authorities stated that these individuals may engage in actions likely to incite hostility among the public or against the state, or conspire against state authority and sovereignty.

All three declarations were made in line with the provisions of the Foreigners and Immigration Law, and have been officially enacted following their publication in the Official Gazette.
